Unit of Analysis
- All businesses. These businesses engaged in economic activities, including non-profit institutions,
cutting across all sectors of the economy. Each production unit within a particular business will be
captured as a separate entity if it is or has a legal unit:
A legal unit is a unit that has legal personality, i.e. the law attributes rights and obligations to it, in
the sense that it has:
1. Right of ownership, permitting it to hold assets in its own name;
2. Right to engage in activities in its own name and on its own behalf;
3. Right to conclude contracts with third parties;
4. Right to institute legal proceedings, i.e. to defend its interests; and
5. Right to dispose of its assets and resources
The 2023 IBES captured business establishments operating from:
6. Residential building
7. Non-residential buildings with an enclosure;
8. Non-residential building without enclosure, such as sheds;
9. Temporal fixed locations but in structures.
10. In addition to establishments, the 2023 IBES I covered:
a) Open spaces but are in fixed locations;
b) Vehicles, hawkers etc. (Mobile businesses);

Geographic Coverage
The IBES I targeted all business establishments in Ghana, with an establishment defined as an "entity undertaking an
economic activity at a specific physical location". It also includes businesses with open spaces but in fixed locations, and
mobile businesses
